The money collected by Uganda Revenue Authority, was still outstanding on Road Licenses when government announced abolition of the levy in the 2007/2008 National Budget.
The Road License was abolished this financial year, and immediately after the ban was announced several vehicle owners stormed Uganda Revenue Authority asking it to refund their money.
URA however declined to refund the money saying as a body it had no authority to release funds to anybody except the Ministry of Finance, prompting the vehicle owners to sue government.
In his ruling Justice Geoffrey Kiryabwire has ordered government through the Ministry of finance to effect the refund under section 3 sub-section 3 of the Finance Act 2007.
